Officially known as the Lebanese Republic, Lebanon is bordered by Syria to the north and the east, and Cyprus from across the Mediterranean Sea. The country is located at the crossroads of the Mediterranean Basin and the Arabian hinterland, which facilitated much of its rich history, cultural diversity, and religious multiplicity.

With its high literacy rate and traditional mercantile culture, Lebanon has traditionally been an important commercial hub for the Middle East. Likewise, the country is well-known for its culture, is highly influential in the Arab world, and boasts the highest Human Development Index and GDP per capita in the region, to the exclusion of the oil-rich economies of the Persian Gulf.  


Lebanon has a competitive and free market regime and a strong laissez-faire commercial tradition. The Lebanese economy is service-oriented, and its main growth sectors include banking and tourism. Major industries include metal products, banking, agriculture, chemicals, and transport equipment.

The country is considered to have a developing economy, and suffers from a high degree of public debt. Interest repayments consumed close to half of all government revenues in 2016, and thus limited its ability to make investments in infrastructure and other public goods. In addition, spillover from the Syrian conflict, including an influx of more than 1.1 million registered Syrian refugees, has increased internal tension and slowed economic growth to the 1-2% range between 2011-15, after four years of averaging 8% growth.

In recent decades, the Lebanese government has put primary emphasis on privatization, initially in the telecom sector and electricity, with continued planning for sales of the state airline, Beirut port, and water utilities. It projects that privatization will bring new savings as government payrolls are pared, interest rates decline, and private sector growth and foreign investment are stimulated.

At the same time, the Government is tackling administrative reform, and aims to bring in qualified technocrats to address ambitious economic programs, and to review further savings that could be realized through reform of the income tax system.

Lebanon's current program of reforms focuses on three main pillars:

  • Economic revival and sustainable growth, with the private sector as the engine of growth
  • Fiscal consolidation and structural improvement in public sector finances
  • Monetary, financial, and price stability


The Lebanese workforce is distributed across a wide range of sectors: IDAL notes that 39% of total workers are employed in the services sector, financial intermediation and insurance sectors, 27% in trade, 12% in the manufacturing sector, 9% in the construction sector, 7% in transport and telecom, 6% in agriculture.

The Lebanese workforce remains relatively small, representing around 48% of the country’s population, compared to figures above 60% in developed countries. Notably, the number of female workers remains lower than that of males, especially in managerial positions. Lebanon still suffers from some degree of brain drain, without enough opportunities in place for highly skilled workers.

Around 40% of the active labor force occupies positions that require a minimum level of education and/or skills, highlighting the fact that the country enjoys a qualified labor force. The wealth of skills, expertise and adaptability has helped Lebanon rank among the most competitive business locations in the region.

As many skilled workers are pushed to look for opportunities abroad, it can be challenging to tap into the local Lebanese talent pool. Many jobseekers rely on connections and relatives to secure work, over directly submitting applications to employers or applying to advertisements. Statistics from 2004 show that 33% of professionals in Lebanon looking for a job spent more than a year searching before finding a suitable role, while 20% searched for less than 3 months.
