what is emiratisation?

Emiratisation is an initiative created and led by the Government of the United Arab Emirates, with the aim of employing UAE Nationals in a meaningful and efficient manner, in both the public and private sectors. As a result, the UAE Government has mandated the inclusion of Emiratis in the workforce, particularly in the private sphere. This is being achieved through the establishment of a special department, quotas, and incentives.

As per the Vision 2021 document, the UAE Government strives to shift towards a knowledge-based economy pioneered by Emirati nationals, with skill sets revolving around knowledge and creativity. To achieve this, the Government of the United Arab Emirates aims to increase the current number of Emirati nationals working in the private sector by tenfold by the year 2021.

UAE Ministerial Orders 41, 42, and 43 of 2005, imposed a quota system on the private sector, whereby every company with more than 100 employees is now obliged to recruit a stipulated number of Emirati nationals. These decisions introduced quotas for the banking sector, at 4% of the total workforce, and the insurance sector, at 5% of the workforce. In 2017, the MoHRE decided that all companies that are registered with Tas'heel's online services and employ over 1,000 workers, would now be required to hire Emirati citizens for the data entry positions. In addition, all construction facilities with a workforce of 500 or more employees must appoint at least one UAE National occupational health and safety officer.
